Minimum Qualifications:

• National Diploma or equivalent qualification in Finance, Supply Chain Management, Public

Management and Administration (NQF Level 6)

Professional Registration:

• Professional membership with a recognised professional or controlling body will be an added advantage

Minimum Experience:

• 5 years’ experience in Procurement of goods, services, infrastructure and Strategic Contracts

Key Outputs

Reporting to the Supply Chain Manager, the appointee will:

• Manage and lead the Demand Management function and ensure alignment with budget

• Codification of identified commodities

• Create targeted marketing lists using all internal data sources, supplementing with external sources as

needed to establish and manage consistent demand planning and lead management processes

• Source suitable suppliers that will be able to meet the business and legal requirements of the

organisation

• Develop a supplier performance management plan and assess supplier performance on a quarterly or more regular basis

• Manage the vendor database as and when required

• Identify BEE business potential and development opportunities

• Market Analysis and Spend Analysis

• Manage and conduct market and spend analysis to ensure appropriate suppliers on the supplier

database for the provision of goods and services

• Manage compilation of reports to Supply Chain Manager Manage staff and People Management

Other requirements needed:

• Supervisory experience

• Strong customer service skills - including the ability to handle difficult customer issues in a professional manner, respond to customer needs in a timely manner and identify customer needs

• In-depth knowledge of BBBEE; Preferential Procurement legislation; CIDB legislation, the PFMA and other relevant supply chain legislation

• Ability to identify procedural shortfalls and identify the root cause of a problem at a conceptual level and recommend appropriate corrective measures at an operational level

• Ability to demonstrate initiative and good judgment in resolving issues affecting customer

• Advanced research and analytical skills

• Negotiation Skills

• Solid project management and time management skills

• Advanced level of Computer Literacy (MS Office)

• Above average interpersonal, planning and prioritizing skills

• Ability to work independently

• Valid unendorsed Driver’s License
