Supply Chain Management - Finance Division

Salary: R432,445 – R563,527 (per annum inclusive of benefits)

  

Minimum Qualifications:

  • Degree in Law / Commerce / Project Management

 

Minimum Experience:

  • 3 years’ experience in Contracts Administration including drafting, monitoring, evaluation of contracts and Service Level Agreements (SLA’s); understanding contract registers, contract expenditure and payments; knowledge of contract management, standard operating procedures (SOP’s), contract management framework, knowledge of construction contracts and project management

 

Key Outputs:

Reporting to the Contracts Manager, the appointee will:

  • Ensure Administration and document control
  • Obtain supporting documents from Acquisition Unit once an award is made and facilitate the creation and approval of a contract for each award
  • Render contract administration services including contract management registers
  • Uphold contract management monitoring and progress
  • Follow up and consolidate submission of progress reports for all contracts as required.
  • Conduct compliance checks on contract duration / period & progress status
  • Provide assistance and support to project managers on contract management
  • Document and keep record of queries submitted by Project Managers
  • Attend to queries as submitted by Project Managers and escalate when needed.
  • Facilitate Service Level Agreements (SLA) and related AW Contracts
  • Follow up on acceptance of appointment to commence post award processes
  • Arrange kick off meeting or contract establishment meetings with suppliers and end users
  • Render contract administration pertaining to all commitment functions and contract expenditure as agreed from time to time.
  • Collate and maintain supplier payment records
  • Adhere to Supply Chain Management (SCM) Policies, Prescripts and Treasury regulations
  • Adhere to internal and external audit standards, processes and requirements
  • Implement recommended measures to improve and address contract management audit findings

 

Key Competencies:

  • Knowledge of the PFMA, Treasury Regulations, Law of Contracts and Supply Chain Management (SCM) prescripts and related legislative framework.
  • Proven knowledge of contract management in a SCM environment
  • Interpret legal, contract and project management terminology.
  • Excellent analytical, numeric, communication and report writing skills.
  • Ability to handle multiple and complex tasks and projects.
  • Computer literacy – MS Office, MS Word, Excel, Outlook.
  • People management skills with ability to deal with stakeholders at all levels.
  • Ability to work in a team.
  • Ability to work under pressure and meet tight deadlines.
  • Valid unendorsed driver’s licence
