Minimum Qualifications:
- B.Com Supply Chain Management or Equivalent (NQF7)
Minimum Experience:
- 8 years of experience in Public Sector Procurement / Supply Chain Management and financial environments including 3 years management experience
Professional Registration:
Professional membership with the Chartered Institute of Purchasing and Supply
Key Outputs:
Reporting to the Chief Financial Officer, the appointee will:
- Update and review Amatola Water Supply Chain Management and related Policy, Procedures and Practices in line with relevant legislation while achieving operational efficiency
- Ensure the cost effective and reliable procurement of all goods and services for Amatola Water
- Establish and maintain primary service levels for the Procurement Function to benefit the organisation
- Manage Preferential Procurement to ensure the relevant BBBEE targets are met
- Ensure all procurement of goods and services in Amatola Water are done in an ethical and transparent manner
- Manage staff to ensure effective functioning of Supply Chain
- Oversee and Guide the Enterprise Development Program of Amatola Water
- Ensure the cost effective and efficient management of inventory and Disposal within Amatola Water
- Ensure that Supply Chain performance and activities are tracked and reported upon
Other Requirements:
- Advanced level of computer literacy in MS Office
- Excellent understanding of the organisation and divisional strategy and objectives
- Extensive knowledge and experience in the Preferential Procurement Policy Framework
- Knowledge of the Public Finance Management Act and Treasury Regulations
- In-depth knowledge and application of B-BBEE and Preferential Procurement legislation
- Good understanding of Financial Accounting
- Good understanding of Cost Accounting
- Must have sound analytical skills
- Negotiation Skills
- Strong – communication skills (verbal and written)
- Valid unendorsed Code 08 driver’s license
- Interpersonal skills
- Organising and planning skills
- Very high level of ethical behaviour upholding ethical values at all times
- Ideally have an understanding of professional services, project industry and contracts management
- Analytical skills and attention to detail
- Able to perform under pressure and meet deadlines
