ADM and Amatola Water have signed a water service provision contract to operate and maintain ADM bulk water infrastructure. Amatola Water has considered the terms of reference and the objectives for the support contract and has developed a proposed management approach in consultation with ADM officials. Amatola Water will take full responsibility for the bulk works allocated to it by the ADM as operation duties are assumed. The ADM has decided to undertake the reticulation portion of the water service provision function itself.

Chris Hani District Municipality (CHDM)
It is almost a full year Amatola Water being on the ground at the CHDM, providing the support services that include operations, maintenance and refurbishment of rural infrastructure; the management and development of community based organizations (CBO´s) involved with water service provision; water service health and safety planning and implementation; financial management and revenue generation planning for water services; and the development of a water demand management strategy for the local municipalities. The support services are provided in a sustainable, cost effective and legislative compliant manner. The CHDM also requires, from time to time,
Amatola Water to provide similar services on an adhoc negotiated basis in any of the towns located in the CHDM area of jurisdiction.
Amatola Water has established the long term office accommodation in Queenstown as from April 2007 and may also establish a satellite office in Elliot, Engcobo or Cala once sufficient staff has been recruited and need rises to do so. However, there are established structures (formed from ex-DWAF staff) to provide operations, refurbishment and maintenance in the four local municipalities. Currently Amatola Water manages water supply and sanitation services to about 19 police stations and prisons in the region. Since the scope has drastically increased, Amatola Water has however submitted to the department a proposal and budget to properly manage these works, as this will assist the water board to plan and execute its functions effectively and efficiently.

The Operation and Maintenance Management Agreement that Amatola Water entered into with DWAF to manage dams in its area continues to be a prime example of a cost effective public-public partnership, with a significant amount of adhoc work being generated. Although some adhoc contracts are focused on dam safety and refurbishment related work, DWAF continues to utilise Amatola Water´s resources and skills to upgrade and refurbish dysfunctional infrastructure.
Amatola Water maintains and operates 21 dams as governed by this agreement. AW compiles an annual budget covering maintenance and operating items for review and approval by DWAF. In the new financial year, DWAF has approved a budget of R6.09 million. This budget includes the Hyacinth project, which is continuing in the upcoming financial year.
